Basically what you are referring to are dumps, unfortunately it became almost impossible to find a dump vendor anymore. But if you find one, you need a msr605x and an omnikey. Software for those can be found almost anywhere so yeah, you just burn the data on the blank, unfused one and either cashout via ATM if the dump had a pin with it, or you can just swipe the magnet strip to pay for goodies.
