Why would people sell credit cards or other bank details on the darknet ?

I see a lot of people on darknet markets pretending to sell credit cards, paypal accounts and other financial fraud goods. My question is, if these are legit, why don't they cash out their things themselves instead of selling them for far less than their value on the darknet ?

because there are such things as dirty money and clean money
, clean money is obtained only after many transfers from other accounts

because it puts all the risk with the customer. and also their money laundering techniques usually cant handle loads of cash at once, so the have to sell the cc info of the cards left over.
