These are stolen cards and the people who sell them don't want to be suspicious so they don't withdraw the money themselves but sell the card info to others for BTC or XMR which are both harder to track down.

damn, it's easy! Real clone card sellers make hundreds of them, lots and lots of cards... it's safe to cash out two or three cards, but if you cash out a hundred cards worth $200,000 at once, you'll definitely attract the attention of the police.
