How can I convert a PayPal account balance to Monero or another cryptocurrency?

I know that exchanges like Kraken allow this conversion but I suspect that if I use a purchased PayPal account they can block my funds, so my question is about some exchange that doesn't have a problem with this. use a p2p exchange that doenst have identification (no kyc). I think paxful.com is best for this but i dont know if it will let you buy monero, i think it only does bitcoin
